libav no longer builds the ffmpeg binary package. pacpl still
depends on it. Since ffmpeg support is disabled according to
README.Debian, simply dropping the Recommends: should be enough.

since ffmpeg replaced libav [1], there is no need to drop Recommends/Suggests
on it.
