As discussed a bit on IRC, a quicker user-side way to implement debdelta
support (as requested in the bug #602711) would be to have a hook to run
before --update.
As this is this would have a too small scope I instead proposed a hook
to be run just after chroot extraction, then people can use
PBCURRENTCOMMANDLINEOPERATION (let's consider this part of the "pbuilder
API", even if not documented, it's not like it's going to change anytime
soon) and do stuff in case of --update.
