I am trying to install libjpeg62 on a stretch computer that was upgraded from
jessie.  libjpeg62-turbo is installed.  It looks like libjpeg62 has replaced
libjpeg62-turbo but when I try to install libjpeg62, a lot of packages want to
be uninstalled.  My system is totally up to date for stretch.  Is the libjpeg62
transition not complete yet?

libjpeg62-turbo is the correct JPEG library, so there's nothing wrong here. 
Only your assumptions, we transitioned to LJT libjpeg in jessie.
