Please remove postgis on armel to not block testing migration.
cgal is not available on armel, and so no sfcgal which is now a
dependency of postgis.

postgis has been updated to not build-depend on sfcgal on armel allowing
it to build there again.
This takes care of the missing postgis & spatialite builds preventing
their testing migration.
