restoring from savegame does seem to help so the game becomes
impossible to win if manage to hit this state.

I haven't seen any occurrences of this bug in 0.10.7 or 0.11.6 hence I
will assume this issue was fixed a while ago. Feel free to reopen this
bug report, if the issue is still reproducible on your system.
