Upstart currently does not examine /etc/inittab (or automatically handle
console=ttyS0 like systemd does) to create gettys on serial console
devices.

Ideally, this should be done upon upgrade/install, or possibly included
with a disabled unit file so that someone who is doing an upgrade
remotely or using a virtual console and isn't aware of this doesn't lose
their serial console on reboot.
