The current version (44.0-1) warns about removal of tabgroups in the
next version.
That would be a massive lose of data. (For me and many others too, I
believe.)
However, there is a solution, packaging xul-ext-tab-groups-panorama (see
[0]). But this has to be installed simultaneity with the upgrade of
firefox to the next version. That is the reason why I fill the bug for
the future version.
So, my proposal is to package xul-ext-tab-groups-panorama and adding it
to the Depends: line of iceweasel. That would prevent data lose.

Which is why you get a notification, and have the change to install an
addon. That doesn't mean the addon needs to be installed for everyone
because a few people want it.
