The user tries:
$ systemd --test
Failed to create root cgroup hierarchy: Permission denied
Failed to allocate manager object: Permission denied
$ su
# systemd --test
Don't run test mode as root.

Therefore the man page should say how one is supposed to run it.

No, as said, you should install libpam-systemd, which is a recommends of
systemd.
