The x32 build of elpa failed:
/usr/bin/ld: cannot find -lblacs-mpich
/usr/bin/ld: cannot find -lblacsCinit-mpich
/usr/bin/ld: cannot find -lscalapack-mpich
Per https://packages.debian.org/sid/x32/libblacs-mpi-dev/filelist and
https://packages.debian.org/sid/x32/libscalapack-mpi-dev/filelist, the
appropriate suffix there is mpich2, at least as of the the latest
versions that built there at all (blacs-mpi 1.1-31, scalapack 1.8.0-9).
It's not clear whether any other architectures are affected, as most
builds ran afoul of dh-autoreconf bug #814063 (incompatibility with
libtool 2.4.6, just fixed).
Could you please take a look?

We fixed openmpi on x32, and Mattia Rizzolo uploaded/NMUed the whole
dependency chain. With this, elpa just built successfully on the buildd.
