Downgrading ucf from 3.0032 to 3.0031 made the package installable
again. The failing command is this one in texlive-base postinst:37
 ucf --purge /etc/texmf/dvips/config/config.ps

This file does not exist at this time and /etc/texmf/dvips/config/ is
an empty directory.

Hi,

        The maintainer address is set correctly; I get emails from the
 BTS, the FTP masters, and the mailing list. The mail from alioth and
 packages.d.o trigger the default sendmail relay checks; so there is a
 glitch somewhere. But it is not in ucf, or the specific package
 configuration, hence this closure (if anything, it affects all my
 packages).
