   * What led up to the situation?

I observe my session files are always here.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I've looked in the /etc/cron.d/php5 file that begin to check if this file is 
executable. But I don't have this file a all. Son nothing is done.

I tried apt-get install reinstall php5-common in case this file is 
autogenerated => nothing.

I looked on https://packages.debian.org/jessie/amd64/php5-common/filelist and 
the file is not there also.

Anything to do ?

You should have let the package install the new /etc/cron.d/php5 file,
your cron file should look like this:
