Are manpages without an according man-browser useful at all?¹
Shouldn't it just depend on "man-db | man-browser | man" or similar
or at least have that in Recommends?

¹ I'm aware that e.g. less with '|lesspipe.sh %s' as $LESSOPEN can
display the manpages, but this isn't what people might expect...

I think that since 2012 the situation has not changed. This bug will not be fixed and it was justified. That's why I close it.
