What I can do about that? usbutils makes no sense without USB support,
so it definitely needs this build-dependency. Given the build-dependency
is correctly defined, the build daemons do not even try to build it on
hurd-i386:

This package will build fine once libusb-1.0-0-dev is available on Hurd.
In the meantime I am closing this bug. Don't hesistate to open a new one
once libusb-1.0-0-dev is available if the package doesn't build.
