getfem++ has a funny B-D. In particular:

    scilab [!mips !kfreebsd-amd64 !kfreebsd-i386 !hurd-i386 !s390x !armel!arm64]

The `!armel!arm64` is misunderstood by dpkg to mean "Not armel!arm64",
not a negation of both. I filed a bug against dpkg (#784808 - cc'ing it
just so we have one documented case of this in the wild).

You can see this in your arm64 build log[1]

    Merged Build-Depends: [....] python-numpy, python-scipy, scilab

Compare that with the s390x log[2]:

    Merged Build-Depends: [....] python-numpy, python-scipy

The fix should be adding a space between your armel and arm64 entry.
