svnadmin hotcopy fails an older fsfs repositories:
| $ svnadmin hotcopy test test1
| svnadmin: Can't open file 'test/db/fsfs.conf': No such file or directory

fsfs.conf is only created in recent versions of subversion and
independant of the real repository format. The non-existence is ignored
during normal operation, but not during hotcopy.

This was fixed in the upstream 1.6.13 release, in October 2010.
