SSL isn't linked in by default with ircd-hybrid because (AIUI) the
OpenSSL licence forbids it. However, we need more investigation of
this, and documentation (probably in README.Debian).
Are there alternative approaches than the crufty user rebuild we
currently offer? For example a switch to GNUTLS?
