'Clear' under 'Cookies' (or 'Clear All') in the Privacy section of the
Tools/Options dialog does _not_ clear the list of cookie exception
sites. This has privacy/security implications as these sites are likely
to be a sub-set of those in the history, and, especially if the user is
clicking 'Clear All', it is most likely that they would expect them to
be removed. It is easy to build up a long list of these if one ticks
'but ask before accepting'.
