libhtml-tree-perl has a circular dependency with libwww-perl:

Package: libwww-perl Depends: libhtml-tree-perl (>= 3.11)

This particular circular dependency is known to have caused trouble
during the sarge to etch update, see bug #310490 for detail, so we
should strive to remove it for Etch.

For example, it should be possible to merge libhtml-tree-perl and libwww-perl.
