Package: unbound
Version: 1.4.16 and 1.4.22 confirmed
Unbound fails to start if /usr/sbin is not in PATH. This causes the
init script to not locate unbound-checkconf and unbound-anchor and it
aborts the startup of unbound.

Closing the bug here as well.
Marking this as invalid, as init.d script should not use full path, see
https://lintian.debian.org/tags/command-with-path-in-maintainer-script.html
