Really if you've got nothing better to do then filing bugs about new upstream
releases then at least check the package tracking system:
  http://packages.qa.debian.org/h/hal.html

As you could have seen there it was already uploaded to experimental 3 days
ago.. Please don't waste my and your own time with these kind of bugs.
