Given that the other package is actively maintained and this package hasn't
received a single maintainer upload since 2008, I suggest this package is
dropped from Debian once all reverse depends are updated to use python-irc.
(Actually, I suspect the python-irc package has been created in an attempt to
get a recent version of the software in Debian, without following the proper
procedures for taking over an unmaintained package and having a transition for
the changed API).
