mod_dav_svn regularly dead locks our SVN repository, rendering it
unusable to all users until the locks/db.lock is forcefully removed.
# strace svadmin recover <path to the repository>
prints :

fcntl64(3, F_SETLKW, {type=F_WRLCK, whence=SEEK_SET, start=0, len=0}
On clients, svn times out after about 3 minutes:

svn: PROPFIND of '/svn-via': timed out waiting for server
(https://svn.via.ecp.fr)
The same repository has been working fine through svnserve for weeks.
