This happens consistently, this is what I'm doing:

dpkg --force-depends -r postfix
dpkg --force-depends -r postfix-tls
dpkg -i /var/cache/apt/archives/postfix_2.0.13-1_alpha.deb
dpkg -i /var/cache/apt/archives/postfix-tls_2.0.13-1_alpha.deb

I can run it in non-tls mode until this is working.

Hmm, actually I did get it to work, reverse the installation so
-tls is done first and is half-installed.

Not exactly a recommended method.
