same behavior with apt-get on a server
strangely the iptables-persistent.deb package is present on the mirror but
not referenced as available
netfilter-persistent has not package either but is not on the mirrors nor
is it referenced in the packages.gz (for testing)

There are unresolved release-critical bugs, see
https://tracker.debian.org/news/788477
The removal of the package from mirrors is not a bug in
iptables-persistent per se, but normal release procedure.
