This is a regression from previous behavior.

It is no longer possible to key in a filename in the File -> Open dialog
box.  One must use the annoying folder browser.  I consider this a
serious usability problem, especially since the display is painfully
slow when navigating through large directories.

It's documented right in the gimp manual under the Open dialog section, 
where it should be.

It works fine here with the same version of GTK. List navigation via the 
keyboard is not designed to replace Ctrl-L/"Open Location", it's just an 
extension to all list widgets to be able to navigate the current list 
more easily, and neither of those will work if the file selector pane 
does not have focus.
If there's a problem with the GTK file chooser, file a new bug with 
libgtk2.0-0, but the discussion about the "new" (where new = multiple 
years old) file chooser has been discussed repeatedly ad nauseam and 
it's quite possible that a particular issue has already been reported. 
It is unlikely that a bug report specifically regarding the user 
interface will be taken seriously unless there is a constructive 
suggestion for improving it.
