Panel Applet doesn't report network usage when connect with a broadband key.
Instead, for example, when I'm connected through wifi, the network usage graph
is correctly shown.

Besides, note that if I open the System Monitor window, the graph is shown

this is an old bug and it seems to be obsoleted nowadays, thus I am closing
