You could argue that all of the 2.4 packages should be renamed, but I guess they're mostly legacy and when they need an update it's mostly for security reasons - not exactly the right time to change package name and have the package kept in NEW. I'm open to discussion about how to handle this situation but at the moment it's really broken.
