While installing 'dpkg-dev' as requested by 'apt-get source', I saw in the
dependency list a few packages of interest, but when I asked for them I
received this:

As this is something that I use occasionally, I am wondering why it is not
present anymore

I'm not sure why this has been opened against the debian-maintainers
package; it would be more appropriate against `make', which has a
Suggests for make-doc. That being said make-doc is a package which is
not part of Debian itself, but instead contained within the non-free
repository. Hence being a Suggests rather than anything more strict.
