Depending on tor is harmful for example in chrooted installations (the
host system already has tor), and there is no actual dependency between
the packages (apt-transport-tor accesses tor over the network, tor could
in my understanding be installed on a different machine just as
well). Recommends is pretty much meant for this case, please use it
instead.
