The menu entry relies on the "gapplication" command, which is in
libglib2.0-bin. But there is no dependency on this package, and you
cannot rely on e.g. gdm3 being installed.

This was fixed in

gnome-maps (3.20.3-1) unstable; urgency=medium

  * New upstream release.
  * Add dependency on libglib2.0-bin, for gapplication.
