  The problem is not in browser-plugin-freshplayer-pepperflash that
do not depend on libavcodec-ffmpeg56. Here is on a amd64 system:
$ apt-cache show browser-plugin-freshplayer-pepperflash=0.3.5-1 | grep ffm
$

  As I do not know that is the exact state of your system,
I'm closing this bug. Feel free to open a new bug against
the package depending on libavcodec-ffmpeg56 if needed.
  You can ask for help on user channels if you do not know
how to find the culprit package on your system.
