Package nagios3-common recommends dummy package nagios-plugins.
The fix would be to replace the recommends on nagios-plugins by
monitoring-plugins.
In theory, this can be fixed in jessie without introducing new
dependencies, because nagios-plugins already depends on
monitoring-plugins, so changing this dependency in nagios3-common
shouldn't install any new package.
