It seems that `trackdown' has been renamed to `test'. This probably
happened in version 2.10.0 but I couldn't find anything in the changelog
(my only clue was this page http://planet.darcs.net/, where it is stated
that `darcs trackdown' is now called `darcs test').
I'm guessing upstream forgot to mention this in their changelog.
Since this was an intentional change, I am closing this bug report.
