According to the Sieve specification, you must use the UTF-8 in fileinto: 
foldername. Since 
dovecot-1.2 "foldername" is convertet into mUTF-7¹. avelsieve does not convert 
imap mUTF-7
representation into UTF-8. This breaks fileinto rules with foldernames 
including german 
umlauts (öäüß) and its sieve storage into the correct encoded IMAP folder.
