I found an upgrade[1][2] path where sysvinit-core is installed instead
of systemd-sysv, while with aptitude dist-upgrade systemd-sysv gets
installed[3]. Ansgar was able to reproduce it by using a simpler method:

      * create a clean Debian 7.8 install
      * add jessie entries to sources.list
      * aptitude upgrade will want to install sysvinit-core instead of
        systemd-sysv.

Unfortunately, I think the ship to fix this has sailed, as jessie was
released a while ago already. I'm therefore closing this bug. If you
think this is still relevant for stretch, please reopen indicating
why. I could not find a reason to consider it relevant in the bug log.
