Dear Maintainer,

For some reason, the binutils-{i586,x86-64}-linux-gnu packages are
missing missing the necessary `Multi-Arch: foreign` setting, so
they can't be used to fulfil cross-dependencies.

Most likely this source package should be dropped and they should be
enabled in src:binutils like the rest of the arches (which have correct
headers) - it's two versions newer anyway.
