Hello, while having a general look for packages who might need updates for
Stretch, i found out that mtr was outdated and decided to take a look at it.

I have made several changes to the packaging while updating it to v0.87,
you can see the package on mentors[1] and at collab-maint[2].

I would like to co-maintain mtr with you, but if you feel like not to,
please feel free to use my changes without adding me as an uploader (note
that the package on mentors and collab does that).

Here's a short summary of the main changes i've made:
* Bump DH level to 10.
* Enable bindnow hardening flag.
* Create a d/clean file to allow multiple builds.
* Bump Standards-Version to 3.9.8.
* Add a watch file.
* Convert copyright to DEP-5.
* Start using git for packaging.

I belive updating to v.087 will also let Ubuntu sync with us again, as
they've patched mtr to fix an upstream problem not present anymore on 0.87.

There's also a considerable amount of bugs which i believe should be
closed, they were marked as fixed but not closed. If you accept my help, i
can do some bug triage :)
