In filling, every region must include at least one fixed-in-place number
supplied as part of the puzzle. So, filling should flag a region
containing entirely user-entered numbers as wrong.

This is not true, at least not in the current version. Sometimes you need to
mark regions on your own, with no fixed numbers being part of them.
For example: in game
13x9:3a3a7d4a21c7a77744d7c5b2a66b479b9a9666222a99b9d33f47b3a22a7a7a288b8b9a9a338a8a5b9a6h
it is a 1-region and a 3-region.
