Package: debconf
Version: 1.2.35
Severity: normal

debconf-build-depends on debhelper, which depends on debconf-utils.

It seems to me it is not possible to rebuild those packages without
having them already.

Closing this bug since this particular circular build dep (which was
never a bug) happens to no longer exist. Many many more still do,
including others that involve debhelper, but whatever.
