It Turns out that the /etc/emacs/site-start.d/ startup files were
trying to load byte-compiled files in
/usr/share/emacsFLAVOR/site-lisp/PACKAGE directories that don't exist
because the package hasn't been fully installed yet. I now check for
this condition. (Closes: #341829).
