When openntpd is started the following message is logged in
/var/log/syslog:

I believe this is because the systemd service file (openntpd.service)
configures a CapabilityBoundingSet that does not include CAP_SYS_NICE.
If CAP_SYS_NICE is added to the list the message disappears.
I am using Debian GNU/Linux 9.0
