kernel-package missing in debian9 repo, so i cant install it & run make-kpkg to 
make a new kernel deb.

Debian stretch amd64, newly installed not upgrade.

kernel-package was not included in stretch since it fails to work with
recent kernels:
  https://bugs.debian.org/848066

Unfortunately even if that bug would be fixed kernel-package cannot be
added to stretch (but stretch-backports would be an option in that case).
