The files coderules.doc, install.doc, libjpeg.doc, usage.doc, filelist.doc, 
jconfig.doc, structure.doc and wizard.doc, which are found in the libjpeg62-dev 
and libjpeg-progs binary packages, are in the Microsoft Word format, but they 
contain no images nor formatting, so there is no reason to keep them in this 
proprietary format.
I think these files should be converted into simple text.
