The submitter of #787146 recieved the following error message but the
mail did contain a Package: psuedo-header and was accepted:
Message with no Package: tag cannot be processed!
The mail has the Package pseudo-header after the X-Debbugs-CC
pseudo-header, which seems to confuse the BTS code.
I'd suggest removing the requirement for the Package pseudo-header to be
the first pseudo-header, but keep the requirement for it to be present.
