Metacity limits the system bell (echo -ne '\a') in the X session it
runs in to only be rung once per second. This limitation was added in
order to prevent problems with multiple visual bells ringing at the
same time. Rate limiting to 1 Hz is, however, a severe overkill. It
makes programs appear unresponsive for one second, which violates the
GNOME Human Interface Guidelines. See the Fedora bug #498608 for

The bug was fixed in Fedora by increasing the maximum rate to once per
0.1 s. See the upstream bug for the patch.
