As can be read on https://wiki.debian.org/Multiarch/Implementation :

Since a long time ${misc:Pre-Depends} expands to empty and thus
packages using that just needs a rebuild to get rid of the
(pre-)dependency. Unfortunately the pcre3 packaging doesn't use
the variable but instead seems to hard-code the dependency as
can be seen on
http://sources.debian.net/src/pcre3/2:8.39-3/debian/control/#L23
Please consider either just dropping the Pre-Depends or switching
over to using the ${misc:Pre-Depends} variable.
(Once this is fixed, it should be possible to avoid multiarch-support
package being installed in a minimal debootstrap.)
