There's no way to forsee every possible way to use these commands and
add a flexible enough init script for them. I'm also not sure an
essential package like util-linux should set policies like this (rather
than just provide the mechanisms). System administrators should feel
free to add custom init scripts (or equivalent) as they see fit.
I've just tagged this bug report as 'wontfix' and closing it now.
