In /etc/cron.d/certbot perl is the only place used. It could be solved with
just shell evaluation and sleep. A more simple script.

Hello everyone,

perl is in essential, and I don't see a real advantage to moving to
calling /bin/bash instead.  The overhead of a perl binary is minimal.
