As explained in README.Debian, it is possible to build a locally optimized
target-specific package of ATLAS by using a custom rule in debian/rules.

It would be nicer to use DEB_BUILD_OPTIONS=custom as the interface for
triggering that build (see the discussion in
https://lists.debian.org/debian-science/2017/02/msg00047.html).
