Hello,

I would like dak to consider non-uploader Debian Members the same as Debian
Maintainers.

There is currently a new situation with a NM applicant[1] where he is a DM and
has been and is very active in DebConf organisation. He should be a Debian
Member right now at least for his DebConf work, but that would remove his DM
rights.

In the future this could also provide intermediate options for non-uploaders on
their way to become uploaders.

Given that DM rights only mean one can be whitelisted, this shouldn't be giving
more rights to non-uploaders on top of what they have now. Extra rights would
be granted by existing uploader DDs who would whitelist individual packages,
and abuse on that side is already possible with them sponsoring recklessly.
